Federal Administration Barkhan
All districts fall under the control of provincial administration, where the Chief Executive is the Chief Minister of the Province. The Minister of the Home Department is responsible for the overall law and order situation. The division, consisting of many districts, is headed by Commissioner, whereas the district administration is headed by a Deputy Commissioner (DC). He is assisted by APA/AC at the sub-division level, by Tehsildar at tehsil level and by Naib-Tehsildar at the sub-tehsil level. All national building departments work in cooperation with the Political Agent. The PA is an ex-officio member of all important committees and forums in the district. In most cases his function is to supervise the progress of all development activities carried out by the line departments in the district. Previously, development schemes were initiated at the district and division level through a Divisional Coordination Committee. This process is no longer effective, because the funds are being allocated to MPAs. Also funds are not enough to trickled down to the divisional and district level.
There is no separate development programme or fund for women. However, they have certain allocated seats in local bodies. In the past MPA, MNA, and Senators used to earmark their discretionary funds to Deputy Commissioners for implementation of their schemes, but the discretionary funds were abolished late 1996. The role of the federal government at the division and district levels is restricted to subjects such as election, intelligence and smuggling.
