The sources of income of federal and provincial governments are not easy to compute, because they are collected and pooled together by different agencies. They only source from which information can be collected at district level is through treasury or line departments. However, this will not cover all sources of income and will not give a complete picture, as expenditure exceeds income.

Government income is not sufficient to cover government development expenditure. The local government tax base is too meagre to bear its own costs of development activities. They even do not cover their administrative cost.

 The government expenditure indicated by each department does not depict the true picture of the total expenditure. Some of the expenditure may be missing due to any reason. However, this is the best possible way of finding the total expenditure. The expenditure is of two types, one is recurrent and the other is development expenditure. Sometimes the two get mixed up as the same is done by the line departments, but the sources are different. The expenditure exceeds income, which indicates that it is not complete in all respects.
