Conclusion and major Development Issues

The present policy of the provincial government is based on encouraging and stimulating the development process by involving communities in the provision of infrastructure and social services. In the past, top-down and bottom-up planning has failed due to many reasons. Lack of transparency in the implementing agency and non-involvement of the beneficiaries are two of the major reasons for its failure. Since the community was not involved and they had no stake, their indifference towards development activities was logical. Lack of accountability on the part of the public sector has resulted in the waste of public expenditure. The frequent transfer of heads of departments has resulted in discontinuation in the development process.
