- If Local Government institutions are strengthened, they can play a significant role in the socio-political and economic development. They promote development processes at gross-root level, and they can be training grounds and nurseries for democracy.
- Public administration has been reformed by separating judiciary from the executive power. Revenue is mostly collected by Federal and Provincial Governments, while a handsome amount is collected by the local Government institutions. Unfortunately, the revenues are not always spent wisely.
- Religion and tribal affiliations play a crucial role in the politics of the district.
- The role of women in political parties is negligible, thus marginalizing half the population in the decision making process.
- Lengthy bureaucratic procedures delay the implementation of development schemes and also gives rise to corruption in the form of commission.
- It has been noticed that bottlenecks in development schemes stem, among other reasons from institutional weaknesses of government departments.
- Poor co-ordination, insufficient professional staff within P & D, political influence to accept PC-1s, financial constraints and low capital absorption capacity are some of the problems in this regard.
- Moreover, frequent transfers of Heads of Department have adversely affected the effective implementation of development schemes.
- Efficiency of Local Government is very poor because decision making is highly centralized. Further, financial constraint hamper their activities. Therefore, the need arises to strengthen institutional capacity in terms of financial, technical and human resources. Women are invisible in local government institutions.
