Education Jhall Magsi

Introduction

The district Jhall Magsi has only public (government) schools. They are available on near distances. There are no boarding facilities. All schools teach in the Urdu language. There are no private schools in the district.

There is only one intermediate college for boys in the district which is at Jhall Magsi. There is no polytechnic institution, no cadet college and no degree college in the district. Neither specific courses, like English or computer science, are taught. In the district, girls’ school administration is poor, which is the basic reason for non-availability of data on literacy rate, etc., amongst women.

Government School System

The Government school system is uniform throughout the province. At the top are high schools, which comprises ten classes. Followed by middle schools, which educate upto 8th class. At the lowest level there are the primary schools, which accommodate five classes. Similarly these schools have uniform schemes of teachers; for instance primary schools have usually two teachers with one Moalam to teach holy Quran. Usually the Moalam gets an honorary of Rs. 250 per month. Middle schools have one SST who discharges the duties of head master, two JETs, a drawing master and a PTC according to the number of primary sections.

Primary Schools

In Jhall Magsi district Madrases, Mohallah school and Mosque schools do exist. Home schools do not exist in the district. Madrases, which are private institutions, receive some financial help. Their courses differ from each other. Teaching in these madrases is done on sectarian basis. Mohallah schools have separate schools for girls. Mohallah and mosques schools are treated as primary schools. Therefore, no separate data regarding enrolment and teaching staff is available.

Education in the district is spreading fast, in particular for girls The 1981 census shows only two girls going to primary school in the area of the present Jhall Magsi district. Nowadays Jhall Magsi has 23 primary girls’ schools. But, despite this expansion, the boys/girls enrolment ratio remains unbalanced and needs attention.

By the separation of primary education and by appointing Sub Divisional Education Officers (SDEOs) and supervisors the supervision of the primary schools has improved and it has checked absence of the teachers from the school.

Vocational Training

There is no vocational institution in the district.

Middle Schools

The district Jhall Magsi has 17 middle schools in all. Totally there are 33 SSTs, 27 JETs, 18 JATs, 17 DMs, 18 PTIs, 17 MQs and 64 PTCs. The number of middle schools in the district is not sufficient due to many reasons. The population of the district has passed one lakh and is spread over 3,078 sq.km. The villages are at distance from each other due to the scattered population. Therefore, one finds a major drop-out from primary to middle classes. The science education in these schools is poor, due to the lack of laboratories science teachers etc. Boys/girls enrolment ratio is extremely unbalanced.

 

High Schools

There are only 7 high schools in the district Jhall Magsi, which is not sufficient to cater for the needs of such a vast area and sizeable population. These schools have 31 SSTs, 7 JATs, 30 JETs, 9 DMs, 13 PTIs, 7 MQs and 42 PTCs. Boys/girls enrolment ratio is extremely unbalanced The district has only one girls high school, which even does not have the required number of teachers. The district is socially backward. Girls are hardly allowed to go outside the walls. Female education in the district presents a poor picture, because there are not sufficient girls’ schools in the district.

 

Intermediate College

There is only one intermediate boys’ college situated at Jhall Magsi. The college has a Principal of 18 grade and subject lecturers for science and arts. In Gandawah, four rooms are built for college purposes from funds provided by the governor. But classes have not started yet.

School Administration

The District Education Officer (DEO) is at the top of the school administration in the district. He is in charge of primary, middle and high school education. Sub Divisional Education Officers are posted at sub-divisional level and they are in charge of primary education in their sub-division. Supervisors are senior PTC teachers; there is one supervisor for every ten primary schools. There are two SDEOs and two ADEOs in the district. An Assistant District Education Officer (ADEO) is a 17 grade officer. He is in charge of the middle schools in his sub-division. Head masters of high schools, middle schools and primary schools are the administrators of their respective schools.

A female DEO is in charge of two districts, Bolan and Jhall Magsi district. Under her comes a SDEO-female. She is in charge of female education at district level. There are two female supervisors responsible for primary education. The female SDEO is followed by high, middle and primary school head mistresses.

School Buildings

High, middle and primary schools are usually built in accordance with government building directions. However, there are few primary schools which have no buildings.

Conclusion and major Development Issues

Education is spread over the district of Jhall Magsi satisfactory, as far as quantity is concerned. But as far as quality is concerned, the standard drops every year. The basic reasons are lack of trained teachers, absenteeism and cheating during examinations. Contrary to general education, technical education is non-existent in the district. Therefore, people complain that their children become a burden on them after obtaining their degrees. They are neither prepared to follow their fathers' occupation, nor can they get any government employment. Hence, agro-based technical education is needed in the district.

Girls’ education in the district needs proper and immediate attention, because there are only very few educational institutions for girls. For instance, there are only three girls’ middle schools and one girls’ high school. There is no girls’ college. There is lack of female teachers due to the low level of education in the district. The female teachers who come from outside the district have problems relating to transport and accommodation. Girls’ education is an issue of vital concern. Data need to be gathered on female literacy and education rate, in order to be able to make more focused development efforts.
