Paragraph 4.6 contained some information on revenue administration, in particular with regard to the question as to which government institution is responsible for the collection of which revenues.

An attempt has been made to gain insight into the overall streams of expenditures and revenues of the various government institutions at the different levels. A more or less complete picture could however not be obtained. The available data nevertheless allow to draw the conclusion that the combined revenues collected in the district cannot cover the combined expenditures. For development activities as well as for recurrent costs, the district is for a large part dependent on transfers from outside the district. It means that in the prevailing governance context an important part of the decision making process on developmental activities takes place outside Kalat. This conclusion is valid for all the districts in the province.

 

Development Funds

 

The most important source of development funds from outside the district is the provincial Public Sector Development Programme (PSDP).

 

The revised PSDP allocation for the financial year 1995-96 was Rs. 8.788 million for 6 projects, without any foreign assistance component. The next year, 1996-97, the allocation decreased to Rs. 4.9 million for 3 projects, again without foreign assistance.

 

The PSDP for the current year, 1997-98, shows a total amount of Rs. 151.525 million for 27 projects (with a foreign component of Rs. 97.877 million). By far the biggest sector is the roads sector with an allocation of Rs. 101.130 million (67%), followed by irrigation with Rs. 25.243 million (17%). The SAP sectors combined (essentially drinking water and sanitation, primary health and primary education) receive only 7.2%.

 

These figures have to be treated with some caution since it is not at all sure that the provincial government can avail of the funds required to implement the PSDP as mentioned above.
