Local Administration Kalat
The Local Government and Rural Development Department (LGRDD) in Kalat district is headed by an Assistant Director. Under him, the Chief Officer, Development officers and the Assistant Engineer perform their duties through their administrative staff.
The chairman of the District Council is elected by the councilors, while the Assistant Director, who works as Secretary, is the representative of the LGRDD. They deal with the matters by mutual co-operation and understanding (annex 4).

Union Council
The Union Council performs its duties at the lowest level. Generally it serves a population between 10,000 and 15,000. At present 13 Union Councils are functioning in five Tehsils of Kalat district. Union Councils assist the people in solving the problems at the lowest level by utilizing the indigenous resources of the area. The people directly elect the members of the Union Councils and these members select a chairman from among themselves. Only a limited income is generated at local level through taxes. The Union Council largely depends on grants from the provincial government for its development projects. The main functions of the Union Council include the maintenance of watch and ward, cleanliness of the streets, repairs of shingle roads, etc. Apart from that, Union Council also carries out maintenance of water supply schemes in the area. In addition, the Union Council helps the people in resolving their minor disputes. The Union Council also prepares small projects in consultation with the councillors for the development of the area. These projects are later submitted to the District Council for grants of necessary funds for their implementation.
Town Committee
Two Town committees are functioning in the district: (1) Town Committee, Kalat (2) Town Committee, Sorab. These two Town Committees cover the urban population and provide civic services e.g., street lights, watch & ward, sanitation, and garbage collection & disposal.
The income of Town Committees is very limited due to limited economic activities in the area. The main sources of income of these Town Committees are octroi, tax on transfer of property, rent on Town Committee buildings and shops, construction fee, water charges and grant-in-aid from the Local Government Department.
Municipal Committee
At present (1997), there is no Municipal Committee in the district.
District Council
The District Council plays a very important role in the development of rural areas. It co-ordinates and supervises the services of the Union Councils. The members of the District Council are elected by the councillors of the Union Councils.
The District Council launches various development schemes in the fields of agriculture, communication, health, sanitation, irrigation, social welfare, forestry and education (see annexe 4).
The major sources of income of the District Council Kalat are:
1. Zila tax.
2. Grant in aid from the provincial government.
3. Grant in aid from the Local Government and Rural Development Department.
4. Local taxes.
5. Contribution of the community.
