The concept of community participation is not new in the district. The practice of collective labour at harvest time and other periods of peak labour needs are common among the people. Irrigation practices such as digging and management of karezes are centuries old. Communities have served important functions in many areas. Flood irrigation systems entailing construction of minor earth filled dams were built and rehabilitated by the beneficiary communities. All water users of these schemes contributed labour and funds according to the size of their land holdings. Such institutions were considerably weakened and began to disintegrate to some extent following state interventions in rural development. The people have now become used to turning towards government for funds and development. This has created an environment wherein people remain indifferent towards their fellow tribesmen and others for co-operation. The government is involving the community to run water supply schemes, maintain roads and other public utilities.
