District Accounts
An effort was made to collect information on the income and expenditures in the government sector as they are administered at district level. This attempt has not been highly successful. The tables below give data on a number of subjects and of government organizations; they are however by far not complete.
But even on basis of the available, incomplete information it can safely be concluded that the already the recurrent expenditures exceed the government income generated in the district. This means that the district is dependent on outside, mainly provincial, resources to run its affairs, let alone to promote social and economic development.
Development Funds
The largest share of the funds used for development in the district come from the provincial Public Sector Development Programme (PSDP).
The revised allocation for the financial year 1995-96 was Rs. 33.207 million, without any foreign component, for 11 schemes.
In the following year, 1996-97, the allocation decreased to Rs. 23.247 million, with a foreign component of Rs. 11 million.
In the current year, 1997-98, the overall allocation stands at Rs. 129.346 million, including foreign assistance of Rs. 70.841 million, for 31 schemes. This number includes the projects located in the district and provincial wide projects with activities in the district. The ongoing (24) and new (7) schemes are in the following sectors: agricultural research, forestry, livestock, roads, irrigation, environment, education, water supply and health. The sectors with the largest shares are: roads (49%) and irrigation (26%). The SAP sectors combined receive 7%.
