Government of BalochistanThe Planning and Development Department (P&DD) of the Government of Balochistan is the department responsible for the preparation and management of the development budget.
The four main functions of P&DD are:
1. The compilation of the Public Sector Development Programme (PSDP).
2. The appraisal of proposals for new development schemes.
3. The monitoring of the progress of the PSDP as a whole and cross-checking of monitoring data on individual projects.
4. The development of mid-term plans for the province.
Dutch bilateral assistance to P&DD started in 1991. In 1994 the project was reformulated. The second phase, under the name 'Improving the systems for development planning in Balochistan', started in March 1995 and will continue until September 1998. The five components of the project are:
1. Improving of planning and monitoring mechanisms.
2. Development of information relevant for planning.
3. Gender aspects of planning and monitoring.
4. Improving the organisational structure.
5. Training.
